Hello, I would like to report a glitch in the garbage collection system from recycling and incinerator plants where they only send 0 to 2 trucks out of 10 or 15 when the inventory level of each exceeds 50%, at 100% budget. This makes my city reduce its population from above 22k to 13k and keeps reducing due trash pilling up and people getting sick and abandoned buildings. My traffic is at 91% (no traffic whatsoever), my garbage processing facility is at around 70% (green zone), and I am pretty sure it has to do with the algorithm of sending trucks as a function of the facility’s inventory level. Btw this happens also to cemeteries where at 2900 burried, only 1 hearse (out of 7 in the current budget) is active, regardless of budget. Worse, the hearse picks up any corpse regardless of distsnce, where instead it should be optimized for the shortest distance first. After playing for 3 weeks (around 20 hours) and building to almost 28k population ($ 3.1 million), I am down to 12k and have to restart a new city. Unfortunately this time I will have to play with unlimited money.

Are you seeing that a truck spawns and then disappears, without going anywhere?

If so that is a sign it cannot find a way to its desired destination in a reasonable time. This is always caused by city design issues; heavy traffic, too many one way roads, narrow corridors connecting separated city centres, that kind of thing.

Some screenshots of your city with the traffic filter on will help the gameplay experts here diagnose the issue with your city.
 
Thank you for your prompt reply, Andrew. But I have bulldozed the city after I am sure (3 weeks’ work into this) that it is not traffic or city planning issues causing this. I am starting anew with unlimited money.
