So out of the 3 "generate" options on the game preferences page which shows up when you are starting a new prison, if "generate forests" is the only one of the 3 "generate" options turned on, you will also start with a normal, empty plot of land, with no forests, buildings or lakes on it.
For some reason if you turn on "generate lakes" or "generate buildings" or turn both of them on (making sure generate forests is turned off), you will get a plot of land with forest/trees on it, in addition to the lakes, buildings, or both if you have chosen to spawn lakes and buildings.
So essentially if you want to have trees spawned on your plot of land to begin with, you will have to also deal with either lakes or buildings existing on that plot of land as well since the "generate forests" function now only works if you agree to have lakes and/or buildings to begin your build.
