Well, I'd think it would be a pretty safe bet that cultures would be in the game, in one form or another. We just don't really know how many, or exactly what form (or if what Sergei said is still applicable).
 
See the last screenshot.:) There we can see that the culture is English. This means of course that culture is in, but also that there will be more cultures than the 11 mentioned before. If we have English, we sure have more than that!:D

Even if the old age of the thread already has been pointed out I just wanted to remind about the warning I put next to the link to this thread.

I didn't want to restart a two years old flamewar about what cultures should be in, since that is likely to have been decided upon and probably won't be changed until the game is actually released (they'll have more important business on their hands first..)
