Purchased DLC issues

Hello I purchased the disaster dlc for city skylines PS4 and it shows as downloaded in the PlayStation store but in the actual game it still shows locked in the new game/scenario menu. I’ve reset licensing and reinstalled the game not sure what else to do?

Did you buy the base game on a DVD? If so the problem is probably that the DVD is a different Sony region than the PSN store you bought the DLC from. Sony are very strict on regioning!

The DVD region is a number 1-5 on the back of the box.

If that is the issue you need to contact PSN support, only they can fix this. I assume by swapping the DLC for one from the same region as the DVD.

I game is the disc version. So now I have to rebuy the game as digital? Can they just give me the disc version of the dlc?

I don't know how they resolve this issue, as every customer I have pointed to PSN has not come back to me, so I assume it gets resolved satisfactorily for them.

My guess is they simply swap the wrong region DLCs for the right ones at no cost, but I simply don't know, I am sorry.

I contacted PSN and they exhausted every effort on their end, the game shows purchased and installed According to the PlayStation Network help desk and have told me I need to get in contact with Parodox is there a contact number when I go to the help desk page it’s just a continuous loop of web searching anyway to actually talk to a live agent to resolve this issue

However! If the problem is what I described , we cannot fix it. We are simply not involved in the process of getting DLCs you bought from PSN onto your PS4, that is entirely Sony.

Can you confirm what region your DVD is, and what region the PSN store you bought the DLCs from is?

I have the same problem, yesterday I bought the DLC Mass Transit, first on the Play station web and then on the Paradox page.
With the Play station DLC, I could download on the PS4, but in the actual game it still shows locked in the new game/scenario menu.
I bought the original game on Amazon, a CD, the region is 2. Dont know the region of the DLC (where can I find it?). Trying to contact Play station but it is impossible.
In the other hand I have the same DLC that i bought on Paradox, when I tried to activate the product on Steam, this appear: The product code you've entered requires ownership of another product before activation.

If you are trying to activate an expansion pack or downloadable content, please first activate the original game, then activate this additional content.

Can you please help me with this! My son is obsessive to use it!!!!
