Putting troops in a city/fortress?

Is it possible to move land units from a province into it's city/fortress to serve as a garrison? I apologize if this was covered in the tutorial - I cannot play long enough at any one time to finish it. And if it is in the FAQs, I missed it.

nope.

fortresses already come with garrisons. the numbers vary depending on the level of the fortress.
