This feature is on every dome, but im not sure what it means. All it says is "Accept new colonists". When i click it, it says "Quarantined".

Does this mean that it does not allow for more colonists to enter your dome? or does it mean more than that?

I would assume that it means not only that there will not be anyone else coming to your dome, but also none will travel from your dome too. Im afraid it could mean that none can work outside the dome, because its in quarantine.

The word quarantine, is probably what confuses me the most, because my definition of it, is related to isolation or total lock down in case spreading decease.

So what does this button do? is it just preventing more colonists from coming or does it do other things?
 
Yes for 1) and 2) i'm not sure about the third. To me they still can work outside the dome but they can't switch housing and jobs by going in another dome. I'd have to check.
 
I always use it when building a new dome. Noticed that as soon you have new apartments built people will start moving in. Shuttles come as angry bees delivering people. If there are no food in dome yet you will have colonists starving messages. Of course can avoid that by just building grocery or diner first.

I am building the entire dome first with all the needed buildings and then 'turn it ON' ... that seems to stop the issue of early moving in issues too...
