So: nearly 2 years after launch, a game with 4 building zones (most basic feature) has only 3 zones working with office broken.
Is it a bug? Maybe not.
They are simulating their office, with has 5 million unsold DVDs of skylines 2, and only room for 5 employees.
1 CEO
2 devs (1 each of UI and backend)
1 tester
1 community ambassador
And dogs, probably.

Thank you for the update.
I have read through the patch notes.
You address a number of issues that were coming up while I have been playing on a PC under Steam. (I am new to this city builder. )
This may not be the appropriate place to post these next questions:
"Are there any plans for simplifying highway building and design in the near future?" (There were no references, that I could find, relative to HIghways in the patch notes.)
"Where can I find the latest Developers Roadmap for the game?"
I am not sure why everyone is laughing at me. I thought it was a valid question.
 
Building roads is pretty straightforward so not sure what you mean by making it even simpler.
And there's no roadmap apart from a dlc scheduled (for now) for late this year. And there won't be a roadmap because it will inevitably end up with a backlash.

They’re not laughing at you, they’re likely reacting to your request for a Developer Roadmap. Just for your awareness, the community has been requesting a clear Developer Roadmap since the game launched. Much to everyone’s frustration, Colossal Order/Paradox have so far not provided goals or a timeline that they and the community are confident can be met. There currently is no definitive roadmap.

Yes, as a software developer, sometimes it is better to not make promises that cannot be kept.

I can relate to the fact that unless there is a clear sense of what to do next and where to focus limited development resources, it becomes unrealistic to provide some sort of "roadmap" on the development process for some projects.

Cities: Skylines II and what appear, as per the patch notes, to be a great deal of positive fixes on the last update for Cities: Skylines II.

I am happy that the Quays & Piers are now integrated, at least partially, into the build tools for the cities.

I am looking forward to the Bridge & Ports Integration.

I realize that we may not see Bridges & Ports Integration for a little while yet.

Even so, I need to step away from it all ocassionally just to get a sense of what i am doing and where I am going with my city development as per my hundred hours or so playing the game since I've purchased this game.

My OP was not really about a complaint or about any problem with the laying or placing of the roads and highways, per se.
Instead I was hoping to come away from the discussion with a clearer sense of what the future might look like for Cities: Skylines II and the people who actually use this city simulator/builder.

The OP also included a query about when we might see less work when it comes to creating or redeveloping things such as Highway interchanges/intersections.

I am a SimCity geek from when SimCity first came out.

The Vanilla road/highway building system(s) seem rather limited and inflexible without the use of mods of some sort.
The patch notes did not really mention much in the way of fixes or upgrades relative to road/highway placement/pathing, traffic pathing, pedestrian pathing or transport pathing, fixes, etc.

Given that there is no developer roadmap (and none currently planned) I am left with seeking information from folks whom I hope have a strong sense of how this game has evolved from Cities: Skylines into Cities: Skylines II (future) and what that looks like or might look like to those who have been playing with this city simulator for a while.

I am underwhelmed, and have stopped playing. See my post in the general "Cities skylines 2" board. There are too many bugs for me. Even water pumps don't seem to reduce water levels. I'm not sure I will get back to this game, even if the paid for expansion appears. There are many other reasons I no longer enjoy this game, such as no asset editor, no animations, no bicycles Etc. etc.

I haven't played in months. I started a new city with v1.3.3.
The game is getting solid.
Several bugs I had noted, have been fixed.
Some: The Post Office and its Sorting Building are working. I think this is the first time it's done so. The Cargo Station is working again. Cims are seen visiting parks, there are tornado radio alerts, its siren works and stops wailing. No packs of loose dogs are seen. Industrial areas look a bit busier with vans moving goods.

Aside from the Office bug, things I see:
- Low use of transport lines
-Scarce tourism, this is a classic.
Also, minor things are missing:
- Animations in sports parks, firefighters, or nurses' areas, for example (I don't understand what happened here: animations of farms, livestock, or mines are nice, and they are there).
- Rain doesn't wet roads or terrain.
- Snow doesn't cover the streets.

The Asset Editor is a separate issue; many players are waiting for it.

CO are working hard. It's taking a long time, of course, but they're still fighting for the game.

Co is brawling so we can consume energy drinks and play 10 hour straight
 
For those hoping for a hotfix, it’s not going to happen, as suspected from the start:

Currently I am proud to report that my very first city, the first city I have ever built with Cities Skylines II, is now a Megalopolis with over 240000 people and growing by the moment in both funds and cims. They are a happy bunch, they are ;)

One of the biggest issue I am running into lately is having no way to quickly and efficiently identify absolute road or track surface height above sea level.

I have been advised that placing an effective bridge (rail or road) is all about being a certain height (meters or feet) above the absolute level of a waterway with a shipping lane already placed?

Aside from the topographic map is there anything available that allows us to see the actual surface height of any given road (or track) at any given time?

I have 282k. My current problem is getting quays to have same height. It was much easier in CS 1. In some situations I would also like to put buildings near to other height without the surface, props to get weird.

Another issue is that Metro track cant cross roads like train.

But all this is minor problems.
