Any clue why it might not have the claims it should get after researching nationalism?
I switched over to them, they have the tech, they never lost a war which may have made them lose the claims, but they don't have them. Code calls that choice (rather than the 20 Ottoman opinion) the default choice, too.

Somehow, they've also failed to improve British opinion for all this time and still don't have the Ionian islands.

Pretty sure they could have just chosen not to get them. The default option is just the choice that gets picked if the event times out, which I think is only relevant to humans (The AI chooses an option immediately.)

Where I'd go about finding the weights, then? Throughout this time, I, as Russia, had been in a defensive pact with Greece. I thought that may at least embolden them to get some claims rather than some pretty worthless opinion.

It seems like they end up without them in every game I play. Doesn't even matter in how bad a state the Ottomans are (no allies, wrecked by Egypt etc.)...

As far as I know (I.e. maybe don't quote me on this), event option AI weights are defined in the files for the events. If no weights are defined, it wouldn't suprise me if it's just a 50/50 choice.

I think the Liberate Country wargoal should be able to return claimed states to existing countries as well, so Russia can force the ottomans to hand territory over to Greece after beating them up a bit

You're right. I looked it up. Sale for Alaska specifies AI weights, for example.

While it seems AI Greece really just gets a roll of the dice as to whether it gets claims. Guess I'll mod an AI chance of 100 in.
Frustrating because you can't even fight for subject homelands to reduce infamy. You (/your subjects) have to have a claim, and even when, you still need a different casus belli to start the war over.

If you're looking for an excuse for war, humiliation is always there for you. It isn't restricted by relations, either.
