Just wondering why there are so many rules set up? From reading the board it seems like every game has a ton of rules on who can ally/trade/war etc etc with who. I am a new player and just wondering why aren't there games where you can for the most part do what you want? Either way I hope I can get into a game soon

Generally when people play MP, they want a long, and rewarding experience, than easily be upset if people play however they wish. Most group games in this forum tend towards ruling out behaviour or gameplay that threatens to upset the balance of the game unfairly - eg, an Axis-Soviet alliance will never be defeated, so to avoid irritating Allied players, such an alliance is normally not allowed.

If you do want multi-player games without any restrictions for balance, gameplay, or historical realism, then V-net will generally offer people of a like mind. Often however such games tend to be short lived. If you want a long term game without rules, ask people here to join in. I doubt you'll get a much interest as you would with a game balanced with rules, but you never know :)
