I know technology in CK is province-based, but to what extent? I know that to build a building in a province, the required tech is needed in that province. Is it the same for military tech? Are the stats of each individual regiment affected by the technologies of the province from which they were raised?

Yes. Though I'm not sure how it works for siege equipment. It's either the commanding officer's regiment's tech that matters or the "best in class" one...
I've got a chance to test this in my current game (siege tech 0 in one pretty prosperous province, 1-2 in most others), but based on my recollection and a not-very-scientific "feel", I'd say it's based per regiment, not by commanding officer's regiment or the best tech out of the regiments/regiment commanders.
So the siege tech known in a province adds as a bonus (multiplier I assume) to each soldier from that province, so the regiment's siege effectiveness is tech modifier*amount of soldiers, then you add these up for all the regiments in the siege.
