Question on ministers traits functionality

during my ongoing quest for a better gaming experience custom tailored to my playing preferences, I have written a number of events and wanted to find out the answer to a quick question:

do the various armaments ministers research boni apply to both units and the doctrines for them or just the units themselves?

Basically, if I take the "Navy" one, does he speed up the research for naval units and the naval doctrines or just the navy units?

Research bonuses applies to the whole research category (Infantry/Naval doctrines and so on). For the engine Naval units research and Naval doctrines research are unrelated. In short the answer to your question is - No (the bonus applies only to the specified category).
