I have this game on file but still run under Win 7. I plan on downloading all my C: drive to an external drive so I can have
Win 10 format my HD and install itself so I don't lose the files on what I have. Do I need to keep Windows that I will have
downloaded with the other goodies on my external drive or can I delete the old Windows from that drive before reinstalling
all the files

If you're asking whether you can keep the game files and have Steam recognize them even after an OS reinstall then yes. I upgraded from Win 7 to Win 10 and kept all my games installed though Steam had to reread them to confirm they were okay, but no need to redownload them. I doubt saves and configuration files will be spared however.
