so i become emperor of spqr as imperial cultist. I was wondering why i am not head of religion(theres no head for cultist currently) ,since it says roman emperor is the leader of the cult.I even tried giving title to me via console which i found in landed titles (d_roman_imperial or something) but it didnt work.Any ideas?
 
I am afraid that religion suffers from being at the crossroad of two concepts. It was originally esigned to have a Ruler Head and the description reflects that. Later, Darkreborn, the Head of Heads if I may say, proposed to limit Heads to reformed religions. Imperial Cultist should therefore reform to re-enact the supremacy of current rulers. In other words, until then, rulers are to be considered mere "stewards" in the shadow of the great emperors of old; only a great conqueror, restoring the glory of the ancient empire, shall be bold enough to claim that divine heritage. The description should be revised accordingly.
 
At this moment it's like creating a Caliphate in vanilla; you need certain requirements in piety, bloodlines and owned provinces:

Basically you need one of these: have 1000 piety, have the blood of Augustus trait or the blood of Chlorus trait ( Might need to be expanded to include all the Roman Emperor's bloodlines ). Also, you need to control the provinces of Rome and Constantinople. No one will take a Divine Emperor seriously if he can't rule the actual Empire.

So yeah, as Numahr put it, think of the actual Imperial Cultist rulers as Stewards of Gondor waiting for the trueborn of Isildur to rise once again....
