I want to be able to build up a lord before the actual war of the five kings (three to five years). Is there any way to do it? I think executing the events that start the chain of the war could do it, but not sure if it would conflict should a vital character be dead. ANyone knows?
 
The war is only scripted at the actual start date, it won't happen if you start before
 
You could set up the world to follow a similar event though. You could chose a date before the war to build up your lordling, then when you're ready, use the console to set things in motion. Make sure it's paused when you do, because weird things can happen if not. You can console kill Robert and make sure Joffrey is a terrible ruler with bad traits. Use the console to imprison Ned Stark and execute him as Jofrey. From there you can wait for the Lords Paramont to declare independence on their own, or if you want to follow the books you can get Stannis and Renly to declare Stannis' claim and kill either one. Then before you unpause you can get the North to start a faction for independence with the Riverlands joining, and press the faction. Then you get the Iron Islands to declare their own independence. Just make sure Jofrey is old enough to marry Margaery Tyrell so they stay loyal. Dorne and the Vale will do what they will. Now, it's safe to unpause and see what happens.

I'd reccomend playing in one of those areas if you want things to follow the book more closely. It won't be exactly like the book, but it'll be the closest thing you can do to make it play out in a similar way. You'd also have to use the console heavily to make things happen while the game is paused. If it's not paused, other factions will pop up or people will leave the faction they're supposed to be in for things to go that way.

To get the Vale to join, you'd just need them to join either the Crown Loyalist faction or the North's Independence faction depending on which side you're wanting them to join. However, I think Robb would be the Emperor-tier North while the Riverlands and the Vale would be LP vassals if things go how I remember.
 
If you dig around in the event files you can find the relevant events. One thing you can do to start some of the harder parts (the wars and Dany) is to write an event that starts those wars and kill the right characters.
