Questions about colonies.

1) Is there any way to speed up the change from colony to a functional castle?
2) Are there any other ruins in Westeros other than Oldstones and Summerhall?

I think if you stick your castellan there to speed construction it helps.

Aside from Oldstones and Summerhall, no. Although if dragons attack a province, I believe that there is a chance that it will become a ruin.

This wont help, you need to put your master of coin to oversee construction there. Also when an event triggers prompting you to spend money there, i.e famines, roads, it is best to pay for it. Not doing so slows down the progress of the colony.
