For the tax-stab, yes. I have negative stability giving fractional tax rates. -50 in the file will give you 50% taxes in the game for instance. Watch out for large negative numbers, like -99 and higher. Freaky things will happen. But, maybe that's just what you want:)

1) events number in monarch events and random events have no relation. I wonder if some events aren't employed and what is currently effects of some ( devotion and religious liberal) but many are wholly understandable.

2) date in monarch events are the numbers of months since the start of the reign.

conclusion: if this file can be extended, possibilities are endless:

- giving more probability to French religion wars
- sudden advances in naval tech for Great Britian
- some ne financial problems with some kings...

So You found out about these 'most secret of secrets'. :) Up til now I only used the historicalevents.csv to give the Brandenburgian version of 'old Fritz' the same events as his 'Prussian' counterpart. I´m shy about doing major changes in this section at the moment, because I don´t know how gameplay would be affected. But as You said: there are endless possibilities. Once we will try them all. :)
