Please do a full **clean** re-install:
- move any valued save games elsewhere
- "uninstall" in Steam-CK3
- manually delete both the Steam/SteamApps/common/CK3 AND Documents/Paradox Interactive/CK3 folders
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test
In particular make sure there are no files or folders left under either the Steam CK3 or Documents CK3 locations, before installing again.
**File Locations on Mac OS X**
The executable and DLC folder are in Users/USER/Library/Application Support/Steam/SteamApps/common/Crusader Kings III/
To see it go to the Finder, hit command-shift-G (ie Go To) and type in ~/Library/ .
The user files (settings.txt, error logs, saved games, gfx, mods) are in /Users/USER/Documents/Paradox Interactive/Crusader Kings III/ .
If that doesn't help, there may be an issue with the new macOS, which can be posted in the Bug Reports forum here.

I followed your instructions to complete this series of operations, but it still doesn't work. After the 1.5 version update, I started the game, and the loading interface changed from motionless to a mosaic, but the gear in the upper right corner could rotate. However, after turning for a while, the background sound of the game came out, but the interface still did not change.
If your model of Mac only has an Intel video system, that is probably the cause of your problem. This game now only usesw Vulkan as a renderer, not openGL any longer. And Vulkan does not run well or in some cases at all on Intel video Macs. FYI this game has never been supported on that hardware platform since release, so really it's a matter of luck that it ever worked!
If that is the situation, all you can do is revert to the previous game version 1.4.x in the Steam betas tab for the game. Or play on any other machine you have access to with supported hardware.
If however that is not the case - ie that your Mac has AMD video - that's a different matter; let us know here and we'll look into your case more closely.

My mac seems to be an intel video system, but the problem is why the game cannot run properly after the system is updated to OS14, and it is not just Victoria 3
Sorry that my explanation was not clear enough. This game is not supported on Intel video hardware under MacOS, regardless of MacOS version.
Up to the 1.4 patches it ran nevertheless, but will not run any later game version than that.
