Right now filtering tool is very broken. It can't do at least this basic and desperately needed things.

1 Prioritize guru over hippie, but keep both desirable
2 Allow people with some flaws, but put them in the very end of the list
3 Keep in rocket/dome 3 botanists 2 engineers, 1 security guy, and 6 people without skills

Quick approach to fix it without reintegration of completely new UI is shown on picture. It's still far from perfect but, no offense, at least it'll be usable. Sorry for crappy quality, but I hope it's enough to represent idea.

Right now we have the same, but max count fixed to either zero or infinity, and priority fixed to either 0 or +1

And some additions to this basic fix.
1 Presets! Surely saved presets will be needed for lot of different domes.
2 Priority and max count could be represented by color coding of appropriate strings (green/red/gray for desired/undesired/forbidden)
3 Final review should have button "show forbidden" Yes. If player wants to manually find someone in the pile of lazy/seniors/idiots he should be able to do so.
4 Review should sort people not by priority only, at least sorting by age/profession/name is also badly needed. And it surely should show final "sum of priority" somewhere.
5 I hope some things like "ctrl/shift+click" on +/- for +5/+50 is kinda obvious. But without ctrl+1 for quick selecting rovers in base game I'm not sure
