Quick question about network textures.

Hi! I'm messing around with the asset editor, and I've been wondering if there's a way to apply the bus and bike lane textures seen here:

to other roads. I've seen this bike lane texture used multiple times in the workshop, so it can't be unique to the asset... right?

Every asset has its own texture baked in the crp-file. If textures are exactly the same over multiple assets they can be shared by using the option in Loading Screen mod.

Sorry, so how exactly can I do something similar and replace the bike lane/bus lane asset of the street I want to use with it?

You can dump the textures you want to use from an asset with Mod Tools and build your own textures.
