-Beastmen are locked-nomads, so if you cannot play them at all if you don't have Horse Lords.
-All the Chaos worshippers in the Chaos Wastes are meant to be nomadic, but you can play them as tribals if you don't own the DLC.
-Both Imperials, Blood Dragon vampires and Witch Hunters use the dynamic mercenaries for their mechanics, so you won't have access to them without the DLC.

Only tribals can use the chaos raid CB but if you really want it is quite easy to fix:
Go to /mod/geheimnisnacht/common/CB-types and open the text. Then you search or scroll down till you find the chaos raid cb and then remove this phrase: is_tribal = yes and then you can raid all you want even as a feudal though be aware you'll probably see a lot of very powerful chaos worshippers then because they tend to get a lot of money.
 
Similar problem to pitrovsky. Camp fever and the great plague both broke out in my court as a slaanesh follower in the chaos wastes, and rather than a good number of people dying, about 75% to 80% of my court dies and I legitimately have to impose a quarantine on my court, ensuring no one new comes in or they are dead 6 days later, and I only survived by being paranoid enough to think that i'd probably have something similar happen and commissioning a health potion, but seriously my family of 13 went to 1 in about 2 months. The only survivors are me, and some elves i kidnapped. The camp fever never went away from the elves even after a decade. Was this an intended event or did I seriously piss off Nurgle?

The chaos wastes are not a nice place. Life is cheap, and you should expect many, many, many characters to die. :D

You need to conquer the dark lands as quick as possible. The Chaos Wastes are a horrible place to live.

As for Chaos Raid, yes, that's a bug, it should be available to both tribals and nomad, but, as said, it's easy to fix.
 
I have just realised that slaaneshi teligion is considered as a unreformed pagan... should it be like that? I cannot change the laws because of this... is there any way to "fix" this as it is in case of chaos raids?
 
You want a realm adhering to one of the chaos gods to be centralized?
 
Anyone point me in the direction of an installation guide? There used to be one on steam when I first started playing this mod. I had to delete my entire ck2 due to some ctd issues and don't remember all the installation steps. Thank you kindly for your forbearance.
