Yes, special slaaneshi mechanics are regarding the management of harem and the quirking, but they are for open worshippers, not hidden cultists.

Well the slaaneshi cultist mechanics worked the exact same way as all the other chaos cultist mechanics:
1. your acolytes sneak a tainted artifact into the possession of the person you're trying to convert
2. You have the option of trying to make the conversion more successful by attempting to give them traits associated with the god in question (you hold a debauched party as a slaanshi, you give them a book of forbidden knowledge as a tzeentchian, etc.)
3. You send them a message inviting them to you cult, and they can agree or disagree.

I wrote the localization for all of these events, so I know what I am talking about. :p

Now once I have a PC that won't run this at glacial speeds, I might try to destroy Bretonia from within.
 
Are there any special mechanics for culture-converting Lizardman provinces? Do I just wait for the RNG god to smile on me?
You can send your steward to settle a province. That should be the default mechanic for vanilla tribes.



Are all vampires (non blood dragon) supposed to know necromancy or do they need to have the hidden modifier?

"Supposed" is the wrong word here, but yes - besides Blood Dragons, every vampire can learn necromancy, even if he hasn't the hidden modifier. I THINK the same is true for Tomb Kings, but I don't know for sure.

What would be the best course of action if one would want to steal a runefang as a Norscan Chaos worshipper?

I know that I could just potentially raid and burn down the holding in which the holder of the blade is located, but the blade is held by rulers most of the time, which makes it HIGHLY unlikely to for me to ever capture it...

Yeah, you can steal it afaik, but if you usurp his title you should get the runefang? Don't quote me on that, though.
