For something a little more low Cost, I suggest Modern Warship: Design and Development by Norman Friedman. It's not specifically about radars, but it has a nice overview and a good briefing on their general functions, but most importantly it shows how they operate as part of the larger system that is a warship. It's a bit old so you'll probably have to find a used version.
