If you trade directly for steel railroads with england you are able to build all railroads of previous levels without having to have them

playing with vip, although i do not think that should matter

IMHO, this is part of a larger problem, that you're able to trade for technologies for which you don't have the prerequisites. It might be that it's WAD, but it seems exploitish to me.
