upon trying to launch i get the following error:

Steam - Error
Failed to start process for Citites Skylines :
"The filename, directory name, or volume label syntax is incorrect." (0x7B)

see the steam support site for more information.

I've completed all steps on the steam support site to no avail, ill include a detailed out line of all steps completed to assist you the best i can.

Cleared the download cache, repaired the library folder, verified the local files, reinstalled steam, moved the game folder, updated my system and drivers where possible, checked the HD's for errors, and checked my ram for errors, fresh install of CS. Also every time I've attempted to launch it had been via steam.

The error occurred after trying to fix a soft launch followed by a crash caused by a mod called Load Order Mod Alpha. After visiting the mod page i discovered the mod was defunct and the original version (Load Order Tool) was updated and working again so i reverted back to that mod. upon doing so i had to create a short cut for the mod on my desktop, when configuring the mod it asked for the file path of CS and something else. I cant remember what the other path was because its been about two weeks since the issue began. I've attempted to redo the configuration process but have been unable to do so.

since I've been unable to reconfigure the mod I've unsubbed from it on the workshop and still cant launch the game even from steam so i don't think the mod is that problem at the moment.

For clarification the game is launching fine and according to the support agent should continue to do so. This is just a list of the steps taken to fix the problem myself before contacting support.

This is clearly a Window or Steam problem. I did find these steps for a different game:

Find your "My documents" or "Documents", right click the folder and open "properties", you should find a tab called "location", open it and it shows the real storage path, very likely pointing to a path with your local languages.
Change this path to a full english path, eg: "C:\Users\<user_name>\Documents" and save. Don't worry, windows will automatically copy all contents from old location to the new location.
And the issue should be fixed.
