Random courtier wearing ducal headband

Is this appropriate? Courtier in question used to be pagan (screenshot taken on the day of his conversion, I have this habit of looking up converted characters). Do pagans have a chance of using ducal headbands as fashion accessories or is this a bug?

I noticed this with a converted Muslim character too. I thought the character might have at one point had a Duke-level title, but he had no claims.
