Random Events Bug?

I've been playing with Random Events off yet I've gotten a couple of them in my last game (both times the +1000 added to infrastructure and trade); got it when a very good monarch just rose to the throne. I also heard the musical motif that others get with a random event, but only twice and around the same time that I received my events.

When some monarchs rise to the throne you get events happening, for instance 'Good government'. These are related to the monarch and therefore not 'random' per se.
