"Random Harm Target: AI" setting is not respected

Description​

I have the following rules set
Random Harm: Dangerous
Random Harm Target: AI only
In spite of that I just had my character first get the "ominous warning" and shortly thereafter choke to death.

Steps to reproduce​

1) Set Random Harm to Dangerous
2) Set Random Harm Target to AI only
3) Play
4) Observe that you get premonitions of impending doom for your character and note that occasionally your character dies from these events.
