Is there a file that you can edit the values of Random leaders? Especially for minor nations. Some nations have values that add up to 4(GC players, Netherlands, Sweden, and Prussia... maybe some others). But all other nations have 1 0 1 0 leaders, which doesn't help them at all considering that most of them are already hurting, considering that they also have no historical leaders. I'd like to at least give them a 1 1 1 0 value
