I've received a few provinces in peace treaties that had 0% nationalism modifiers to revolt risk. Is this random, or hardcoded into certain provinces?

You know, in my first war with Spain, I decided to take that Spanish island in the Mediterranean just southeast of Spain (forgot what it was called) as it had no fortress. I received it in the peace settlement and I noticed that it had 0 nationalism, so I figured it was considered outside of Europe. Since I didn't want to keep troops there to defend it, I decided to build a fortress. As soon as I got a minimal fortress up the province went to 3% nationalism and I had the same damn rebellion problems. Definitely not worth it. But I wonder if you need a fortress to get nationalism?
 
When I have taken "core provinces" that have my shield on them from other countries, I usually have 0% revolt risk regardless of the level of fortress. Just did this with Prussia. Conquered Erz and Sudeten from Bohemia, Sudeten has a shield, Erz does not. 0% Revolt in Sudeten, 3% in Erz. These are smack in Central Europe

Core province does seems to have a relation (I got 0% w/ Karelia, usual 3% w/ Nyland as Russia) but it's definitely not 100% true, as I said when I picked up Tula it had 3%.
 
All core provinces should have 0% (because of nationalism, could always be somink else). The game tends to screw up at times though when a province changes hadns often, did that happen?
