Is every character subjected to a randomization of stats every time you start a new game? It seems the stats can vary greatly for the same character. All being level 1-6 on average one game, then 8-14 or more when you start another game as the same person. It would seem to make starting a game over and over again until you get good stats a valid strategy. I can understand why this system would be in place for most characters, as it would add dynamics and different results for each playthrough. Also, assigning static stats to every ruler seems like a lot of work. (Who gets what and why?)

I am currently making a list of the most interesting, if not eventually all, of the starting rulers. Some static stats could benefit my compilation greatly, by suggesting x strategy for y ruler because of their relative skill strengths.

My question is are all stats randomized at the beginning of the game, or do some characters benefit by always being strong in one area. Surely bloodline traits affect the stats of some. Also, would implementing a Static set of skills be a good idea for a chosen few? It might affect the balance of the game too much.

Lastly, do the randomized traits have to have such a large range? I start as Rex Tiberius of Valentia in one game, and all of his weakest stats are over 8, with two of them being 14 and I think 18 respectively. Then I simply resign and start a game as the same guy, and bam, all the stats average out to 3. With 8 Martial being his best trait.

I don't know anything about how the mechanics work, I am simply wondering how the stats of characters are chosen in LI. And, if some could benefit from having a Static set of Traits.
 
If the stats and traits aren't given in character history, they're generated randomly for each game. We have no control over the range of random stats. We could assign static stats and traits for everyone, but... that's a huge task.
 
You cannot base your analysis on stats as they vary and we won't code them, at least not for the next 20 years.

But you can certainly take the modifiers into account. Look at religious + bloodline modifiers (+ ...?) on a specific character: these are external to the randomized stats. Also look at the religious province modifiers his/her religion give as it is part of the package. Finally, try to understand the religion's soul and the speical features it provides (for this read the manual in my signature). These modifiers will make seemingly similar realms play quite differently in terms of gameplay.
 
Numahr means other random modifiers, like random traits, event modifiers, realm-related modifiers (though these mostly affect your ruler indirectly), and whatnot
