Okay, this was pretty weird.
I'm playing as China, not yet civilized, for various reasons I've gone on an annexion spree in Central America (don't ask) Anyway the "European Intervention in Mexico" fires and England and France invade Mexico, I decide to join in (hoping to steal some factories or something) Anyway, after a pretty shrot war France and Britain has divided Mexico more or less between themselves (no peace is settled yet) I ask for peace with the Mexicans (they control nothing but I don't control any of their provinces either, so my warscore is 0) I demand that they become my satellite (hey, it's worth a try!) to my astonishment they accept...
BUT all provinces occupied by the french and british are immediately ceded to their respective controllers, making Mexico a rather strange red-blue mess. Mexico itself disappears briefly only to pop up in the southernmost californian province...
Is this a bug or WAD? If it is WAD then the designs of the developers are certainly mysterious
