I'd be happy with the increase in service costs. That way i could disable the silly tile upkeep costs and still have a challenging game.

Higher labor costs would definitely be a challenge. They could probably be controlled through the budget or the fees for the service, but that would require extensive testing. For the moment, leaving the service buildings out might be a good compromise.
It's definitely impossible to play without this mod. Can you say, please, will it be possible to restore the mod?
when do you think this mod will be useable again? my city has gained so many people but I can't squeeze in enough jobs.. I'm at 38% unemployment :|
This was one of my favorite mods. Because i hate it to have industrial areas so big like my rest of the city.
It is impossible to create a realistic central business district without this mod, it was a fantastic mod and I hope it gets updated soon.
Currently not planning an update because of the reason stated above
