It's not good for the game concept, because population represents just city dwellers.

Historically when countries raised armies they lost serfs. And I think serfs are included in the population counts in this game.

I'm not saying its necessarily everyone's cup of tea but in Civ for instance, mods existed where every single unit cost your city a population point. Right now the best situation economically is a series of short wars because war tax is more effective than minting.

They're not intended to be.
 
I'd rather see much thighter manpower restrictions that are tied to tech level. Early on you just shouldn't be seeing 50,000 man armies running around from OPM. Until the development of standing armies and mass conscription armies were relatively small. I think this would bring two gameplay benefits, wars would be less of an annex fest and mercenaries might actually become worthwhile.
 
The AI does not pay attention to support limits right now. If its performance is improved sufficiently in future patches, this will change.
