In the late game this really seems to hurt them. I noticed newly created subjects copy over the tech tree, but without any traditions they will always be well behind.

Rebellions also pose little threat due to this as well.

I'd been wondering why their troops always seemed to lack in strength. It seems to be an issue that a lot of them take a while to dole out governorships as well, leading to their levies running around without commanders and being easily deleted. Particularly noticeable with large, event-triggered civil wars like the Satrap Coalition.

Have you posted a bug report? I have not noticed it myself, but I am too busy with my parties.

I thought you were going to say that lacked strength because they have not invented bacon.

I mean, that is also a strong theory.

But yeah, I don't really think it's a bug per se, so I haven't posted a report. I think it's more to do that civil wars has characters defect, so for very large rebellions, they might not have enough relevant characters to fill their positions. I mean, the Satrap Coalition can easily cover about 1/5th of the map depending on how large you are and how many integrated cultures you have when you trigger it. That's a lot of positions to fill for a nation that has to make do with another nation's traitor scum.
