after annexing large part of the USSR (the west went to Germany) I discovered that with time rebellion level in the provinces started to decrease. It seems that that happened only after annexation because before it was on steady 32% all the time. This is of course good news because it slowly lower required TC and I don't need to deal with so many partisans.
Now I wonder - will it ever reach 0% (assuming that I have basic discontent level at 0%) or will this process stop at some point? On that answer depends my puppet-making policy.
