If you hold your mouse over a stack of neighboring troops, it gives a recon report of how many divisions are there. This number is often smaller than the number of troops you can see. For example there is an icon with the number 9 next to it in Tunis, but when I hold my cursor over it it says: "Recon report, 3 divisions."
I am guessing that either there are several army groups in the province and the recon report only counts the "top" group, or that there is a more serious problem where units that should be hidden from me due to intelligence considerations are actually plainly visible. Or else I guess the recon report thing could just be completely broken.
