I have +1 rank from full good devotes and +1 from armory for tier 2 units but my tier 2 units only recruit with one rank upgrade that is soldier. They should recruit as veterans

Actually you have to check if the produced units have the correct rank.

It's probably a tooltip error. The current effect of Devotees of Good is not supposed to be +1 recruit rank (A lot of bonus recruit rank effects were removed in the Ogre patch), units get 2XP/turn whilst at Pure Good instead.
