Yes it is, TNO mod. Even playing vanilla without mods I get the same error. Did a clean install deleting the folder in Documents, and all files of the game, and still the same issue just with a small change now units are without the red haze on them, but the map is the same. Tried play with DX9, but still had the haze... Verified steam files and nothing was missing. Will try later a clean OS install to see if it helps...
@Torakka found that HOI4 in Dx9 did not have the problem, but you find the opposite. Frankly no idea what to make of that!

Yours is also a different Nvidia system, 3060 vs 5080, so it is not an issue with our games and that new Nvidia range.


I think I'm going to reverse my opinion from before and suspect this is a new symptom of the Win11 24H2 issue, as I see nothing else in common here. Can you try this please?

Ok, at first I thought it didn't work (the guide you send me) - but after restarting the game most of the haze dissapeared. Vanilla has 0, and in mods there is a bit, but is playable.

I tested both Victoria 3 and Hearts of Iron 4 using DirectX 11.
  • With V3
    • I initially removed affinity from cores 14 and 15 while in main menu (leaving cores 0 to 13)
      • red haze persisted after starting a new game
    • then (while staying in that same game) I removed affinity from cores 7 to 13 too (leaving only cores 0 to 6)
      • red haze still persisted
  • With HoI4
    • I initially removed affinity from cores 14 and 15 while in main menu (leaving cores 0 to 13)
      • red haze persisted after starting a new game
    • then I exited HoI4 completely, restarted it and removed affinity from cores 0 and 1 while in main menu (leaving cores 2 to 15)
      • red haze persisted after starting a new game
Conclusion: disabling cores while running DX11 doesn't seem to fix the red haze issue for me (but running either Vulcan or DX9 while using all the cores still works).
For the record, I haven't updated my display driver for few months, so I'm still using 576.02 from April
 
Could you tell all the steps you did in detail so I could try the exact same thing? And did that work while you were using DirectX 11 or 9?

After starting the game, I opened Task Manager, went to the Details tab, found hoi4.exe, and clicked on “Set affinity.” I unchecked both CPUs (0 and 1), went back to the game, and loaded a start date (the haze was still there at this point). Then I exited the game through the menu, restarted it, and everything worked fine after that. Not sure if this helps much, but if any logs are needed, I can provide them. My drivers are the latest of nvidia 577.00. (I don't have vic3 so I can't try with that one)

If you keep using DX9 now and start the game, but do not open or do anything in Task Manager, do you get the red haze again or has it permanently disappeared?

(Because as far as I know those CPU affinity settings in Task Manager are reset whenever .exe is closed, so I think the haze disappearing might have more to do with DX9 than those affinities.)

It permanently disappeared, seems like it was only the first time that I had to use it. Yeah, you are correct. It should be back with the haze since is only a change that works as long the .exe is running. No idea why it is just gone...

Since you seem to have CK3, could you test whether you get red haze in it too? Start it (and load whichever bookmark) few times, first with default DX11 and then again few times with Vulcan. (Few times in case the first time for some reason doesn't work.)
