Following the Scottish NO vote, the UK government has decided to pick citizens at random to be part of a large group to discuss a new constitutional arrangement for England.

Sadly, something went a bit off, and somehow, you got picked to participate.


By the time you arrive, there has already been a bit of discussion. One of the proposals being looked at is the old Radcliffe-Maud Report, in particular, the idea of dividing England into Provinces.

I was really excited for this album, but I felt the painting was weak and the mechanics didn't live up to what I was reading in the audio.

Each region would have the same powers as Scotland, Northern Ireland, and Wales.

How is funding going to be allocated to each region? Do the people of Northern Ireland still get all those lovely subsidies from England?
That's one of the things that can be discussed. Some delegates want a formula, like the current ones, that will give more money to the poorer regions. Others want the taxes raised in any given region to go to that region alone. Others want a mix.

The people of NI want the formula to be kept and will not tolerate any idea that we pay for ourselves. No surrender. If anything the formula should be amplified.
 
How do you possibly propose to have variable rates of taxation in Kent and Oxford. How would you register for tax purposes?

Just give English vites for English laws. If the celts feel unbalanced tough. We offered them the chance to get lost and they didn't that it.

There is support for "English Votes for English Laws" but also vocal opposition from some delegates.

As for taxes, one delegate proposes certain taxes remain with the central government and other taxes be given to the regions.

Why not have the first bracket of income taxes being central, and the remainder being set regionally? By the same token we can have a base corporate tax rate, 12.5% for example, and regions can charge above and beyond that should they wish.
