Reduce meal quantity and variation to low

i have a bug with a event where it says Reduce meal quantity and variation to low i did it and its nothing changed and then i get a call and its the same

In regime, did you change it so that there's only one mealtime for all prisoners? Remember, it's not just setting it all to low in policy, you also have to set just one mealtime in regime as well.

for this thing its not asking to have just one meal time, but even so, setting to one doesnt help, clearly a bug here.
