Don't forget to help non European catholic nations.
That doesn't stop a bunch of countries from having ideas giving +papal influence. If they convert to protestant/reformed that becomes useless aswell. Unlike religious ideas you can't choose to not have that idea if you want to play the nation.
ofc he knows it. reduce cost of papal action modifier could be as addition bonus in some ideas like Spanish Inqusition or Breton Catholicism, it could be added in events and decisions like counterreformation.
