Reform programs won't function any more after a certain amount of time.
Teachers will enter the room to prepare, but when the hour strikes they will immediately leave the room.

Parole also won't happen, a lot of times the officiers wil enter the room and leave on the hourmark, but sometimes they will prepare at the beginning of the map and just leave

Still a thing even after island bound. From what I can tell, when a program is completed, new prisoners will not be assigned regardless of how men are in the queue. At that point you either have to kill the program and start it up again or hit the reschedule all programs button to cycle in new prisoners.
 
Did you try adjusting work hours to coincide with class times? I had to make regime adjustments for these at points, I had max sec doing “work” during the class hours, but those dwindled, after a while I adjusted the med and low sec work hours and the classes started to fill again. Kind of wish you could set the course hours manually.
