Reform the Magi decision does not appear

Description​

If you meet all the criteria the descion is still invisible and impossible to take., please see the attached screenshot.

Also, when I was able to do it on previous version both the Reform the Magi and Quench the Eternal Fires decisions were bugged and the Heresiarch trait disapperead right after you get it, has this been fixed?

Appropriate if this could be look into, Heresiarch trait disappearing seems to be related to a bug that was fixed with the heresy outbreak
