Directx11 is still broken so I never use it but it did not work either.

My refresh rate keeps changing back to 120FPS after I set it to another refresh rate. If I set it to 60 in the launcher before launching it will work until I relaunch the game. Also, my monitor FPS meter shows the correct value but the nvidia performance overlay shows 300+ fps and 100% GPU whether it is set to 60 or 120 fps. This was working before and I have tried all that I can think of to fix this. Any idea what I can do? I tried searching for a solution with no luck.

If your monitor and nVidia differ on what fps you are getting, I'm not at all surprised the game is having trouble!

Has this situation always been the case since you've had this game?

What about with EU4 and CK2?


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .

I noticed that if I change the setting in game it sets it to 60 in the settings.txt but when I relaunch the game the launcher resets to 120. With CK3 and VIC3 the launcher isnt changing the ingame settings at all. I tried reinstalling the launcher and wiping the launcher folder but same deal.

I am not sure when this problem started but it used to work fine setting the refresh rate cap to 60. This is the first time I have run both FPS counters because I did not have a reason to test it before. If I turn on the ingame Vsync the day stutter is way worse so I leave it off. It must have started within the last few months.

EU4 does not let you turn off VSync but I turned it off in the settings.txt and same issue. It does not respect the refresh rate cap and the FPS meters do not match with the monitor showing the correct frame cap but the game is actually running maximum frames according to Nvidia. CK2 is not installed. HOI4 is being strange as well. Starting with a 60 cap it shows its capping at 49 in the settings while capping at 70 with the fps meters being roughly the same. At 120FPS the fps meters are roughly the same while still capping at 70. In CK3 and VIC3 the meters are roughly the same and everything works ok. Stellaris and EU4 are showing the same issue with Vsync off.

In all my other games the FPS meters are roughly the same and I dont have this problem with Vsync off. Refresh caps work fine

You'd also need to set vsync=off in there, do you do that?

Do make sure you unload GeForce Experience while we work on this, as it often has unexpected effects on our games for some reason.

Yes I set the vsync setting to off in the settings.txt. Tried with geforce experience unloaded and same outcome. The newer PDX games work fine but the older ones dont honor the refresh rate cap and I pretty much need to run some form of Vsync whether it is in the Nvidia control panel or in game. The Nvidia Vsync seems to produced better results. The launcher settings are borked in some way for all the games. Older games keep reseting, newer games dont change at all. I tried uninstalling the launcher and games and wiping all of the document and appdata folders with the same results.
 
I don't know why you are having such trouble on this hardware! Your GeForce 1080 is not that different from my GeForce 1060 for instance, yet I have no such issues with any of our games.

If you make a new Windows user on this machine and log into it with that, do you get the same issues?

Yes same issue when I create a second user. Guess I need to try and reinstall Windows.
