I have zero playsets in Paradox Mods, but I'm having the same issue. How can I just get rid of the Japan Mod? It's an official mod....why don't they have something in the menu (although it's already trying to download and install it by that point) where I can uncheck it? This is awful. I haven't been able to play this game for a very long time.
You can always edit your playsets on Paradox Mods Web (using your Browser)
 
I'm unfortunately also encountering this issue - specifically with the larger region packs.
  1. Notably slow download
  2. Downloads get 'stuck' at some point, and do not recover on their own. I can watch the downloads stop in Task Manager.
  3. Closing/reopening CS2 begins the download again, only to get 'stuck' in another place. Could be @ 12%, could be @ 76%, could be @ 42% :\
This would be tolerable if the download could be resumed, however at this point I'm just avoiding larger content.
Please create a separate detailed report and include how much free storage you have on your System Drive (C Drive)

What an absolute joke - I keep coming back to this game hoping that the people I gave my money to and put my trust in would actually have made some decent progress in fixing this game and every time I'm left more disappointed. It's so sad. Players shouldn't have to jump through hoops and spend a bunch of time to resolve this issue.

Regarding Paradox forcing mods onto the C:\ drive, here's a post I found which advises how to change which drive the mods are installed:

if you have another drive you can use:

- move the Colossal Order folder to the other disk
- then run:
mklink /J "C:\Users\<username>\AppData\LocalLow\Colossal Order" "D:\Colossal Order"
I understand your frustration. Please be assured the devs spend a lot of time fixing bugs, and we make an effort to take a look at all bug reports that reach us. Sometimes the bug report forums are flooded with threads that actually are no bugs, but require assistance anyways, so filtering out real bugs can be a hassle. We haven't been aware of an issue downloading the Region Packs, that is not related to unreliable internet connection, insufficient storage space or cache issues. If you ever have that issue again, feel free to create a report. Thank you!
