Workshop just doesn't play nice with these large mods. Go check out the first post in this thread, you'll find instructions for downloading and manually installing the mod. It is NOT hard, but you will need to roll back your CKII install to 3.0.1.1 (which you do by right clicking CKII in your steam game list, clicking "properties", clicking the "betas" tab and choosing the old version 3.0.1.1 from the drop-down betas menu.)
 
I'm having an issue getting this mod to run. I've downloaded the .exe 1.71 setup, chosen English and finished the installation. I've checked my Paradox Interactive folder and the "A Game of Thrones" folder is present, but empty upon opening. How do I fix this because when I run the mod in game, it never launches. I must be missing a step because there'e nothing for me to drag and drop into any folders. I just choose "full installation" on the mod setup and it says its complete, but nothing happens.

I imagine it's probably because you're playing 1.7.1, which came out a year ago. Newest update is 1.9.1, and can be found here
 
In addition to using the latest 1.9.1 version of the mod, you'll want to make sure you're NOT using the latest version of CK2 itself. Right click on Crusader Kings 2 in your game library and select 3.1 under the betas tab (which is badly named, as it is used for previous version for lots of steam games, fyi) instead (as shown below). One of the modders, Toccs, said in another thread that a new update will be released "soon", but this is a hobby project so it's understandable that they don't feel the need to put themselves under a deadline.
