Ok, now that I know what needs to be done to achieve religious power, I know its broken. I have 80 Roman Religion provinces, there are 80 Greek Religion provinces. Greek religious power is 1150, Roman relgious power is 34.5. I have temples in all my Roman religion provinces. The Greeks might have 25% of their provinces with their religion. Please post that you have acknowledged this bug.

I have seen this also. Yesterday in my geame there were 35 roman provinces, 35 Egyptian provinces, and 35 druidism provinces. They all had vast differences in power, with druidism the highest (and Roman the lowest). If this is WAD, I'm curious to know what the design is (it is more than temples and spices to be sure).

Also there are 100+ Greek provinces. To compete with that is impossible, because the spread rates for religion get so low for larger empires - base MTTH for 50+ (for Romans only, apparently) is 200+ years. Not sure if that is WAD either. Seems ridiculous when there are hardly any size penalties on culture spread. Of course, culture indirectly gets hit by the religion, because its MTTH is doubled with the wrong religion and halved with the right religion.

It seems like religious power is generated over time. If that's the case it seems like it'd make sense for at least the roman religion to spread fairly quickly as it gets bigger so they can "catch up".

As it is it seems impossible for the Roman religion to get much omen power, unless I am missing a major strategy point (if so, tell me). That seems bugworthy.

As a side issue, do the Selucids, get Temples. It should have been lvl.1, but it hasn't fired for me yet and I have no temples being built. Oh, yeah, I'm at lvl. 6-7 now.
 
i have seen the ai seleucid build temples
shortly after hitting lvl 1 religion
but as its a % chance every month with some bad luck u could get it 1 year before the game ends or not at all
might be good to have better chance the further ahead you are, so that u have a very very high chance every month for a tier 1 effect to fire if u have progressed to tier 12
 
Oops - it was actually Carthaginian, not Egyptian, religion that had 35 provinces.

FYI Druidism now has 150+ power while the other two have less than 20. Maybe it is number of nations influencing it...?
