Is there a way to remove resource requirements so that I can build troops. Example, if I want to play as Independent Judea (or even vassalized Judea) and I need Iron, I cannot build any heavy infantry without it, making expansion difficult.
 
All you need to do is to edit all resources so that they give access to all non-militia troop types (technically there is still resource requirements, but as all resources work it doesn't really matter). Of course if you do, adding some sort of other benefit for those resources should be considered since iron for example suddenly becomes extremely unimportant if it doesn't really do anything not already done by every other resource.
 
Wouldn't simply modifying the save game file to add iron as a trade good to Judea work as well? Then you don't need to fiddle with the effects of
trade goods as such.

Then again, getting the right trade goods as a small state is half the challenge! Especially when no-one wants to trade with you because of religious and cultural
differences (THAT is an annoying feature which I would like to see modded, btw! OK if Greek states do not want to ally with my Baal-worshipping Carthaginians, but
not even a trade route?). But why not beat up another small OPM which happens to have iron as a trade good?
