with 1.10 the manpower aging is corrected in the tooltip.
however the resources "home produced" value does not take infra into consideration (?) or for some obscure reason always shows far less than actually is produced home. the image is taken from 36 scenario loaded up as soviets. but the bug persist regardless of nation or scenario.

In 1.09 soviet starts with about 169 daily rare production under "home produced". That bug is far beyond the effect of infra or similar.

What irretates me a bit is the offmap production and the high stockpile of rares. The initial stockpile is only 500 at an initial daily change of ~22. Are you sure that not some sort of modding may have caused the problem?
 
it is modded of course. but i fail to see how can any type of modding mess up a tooltip. it's 2min to confirm with unmodded aod...
i'm pretty sure it was not present in 1.09
 
I am already aware that something is wrong here, but not yet sure what it is.

Testing as an OPM, one can see that:
  • provincial
  • global
  • actually received
resource income all differ from each other.
 
In 1.10 the production of rares as shown in the third and fourth statics tab seems to be the same as in 1.09 and the same as the sum of the production in all provinces.

The mousever however seems to be that value minus the 48 net exports. There lies the error.

consumption = 100
exports = 48
imports = 0
home produced = 121.59
