Summary​

Repeatedly getting the Constitutional Restoration event despite being Revolutionary Empire

Description​

I started as France, triggered French Revolution to become Revolutionary Republic, took "A Revolutionary Council" reform, which enabled Parliament. Then took "Formalize Separation of Powers" decision, giving the "Separation of Powers" modifier.
Then I got the event to get Napoleon as a consul, and the event to make him the emperor turning the government type to Revolutionary Empire and removing parliament.
But since I still have the "Separation of Power" modifier, I keep getting the "Constitutional Restoration" event. If I select the second option in the event, it is unable to enact Parliamentarism reform(as I don't have it). It just removes my 6th reform and gives me the 50 admin points, -1 unrest and +1 stab. This seems like an exploit and possibly a bug,

Steps to reproduce​

1. Become Revolutionary Republic
2. Select Revolutionary Council government reform
3. Take "Formalize Separation of power" decision
4. Become Revolutionary Empire
